The Silvi Paese landslide: what the records say, what the press reports, what remains to be asked
Since 25 January 2026 a slope below via Santa Lucia, in Silvi Paese, has been moving. The Municipality's public records document evacuations, school closures, an urgent-works intervention of €347,118.18 and a rented temporary school site. So far they do not document the cause, a project to secure the slope, or when pupils will return: this dossier separates what is written from what the press reports and from what is missing.
How to read this dossier
This dossier rests only on citable documents: orders, decisions and resolutions on the public notice board of the Municipality of Silvi, civil-protection acts and press articles, the latter always labelled as such. Decision-makers are named by role and by act. Residents who were evacuated or displaced, and magistrates, are not named. "Not found" means "does not appear in the documents we consulted", not "does not exist".
OpenCivTech has no geological expertise and makes no technical judgments: where assessments of causes appear, they are those reported by the acts or sources, with the speaker indicated.
In brief
- What the acts document. On 25 January 2026 the fire brigade reports a landslide phenomenon on the slope below buildings in via Santa Lucia; on 26 January two properties are evacuated (order no. 14). In late March the Silvi Paese primary school, the "Belfiore" nursery school and the gym are closed (order no. 86); on 6 April the closure is extended to 30 June (order no. 97).
- What it has cost, according to the acts. On 22 October the Municipality approved a budget variation that includes €347,118.18 for the urgent-works intervention on the retaining wall of the via Falcone nursery schools, covered by the resources of civil-protection order no. 1189/2026. Rent for the temporary school site has been invoiced by the landlord company at €3,367.20 for 15 September-October 2026.
- What does not appear. The cause of the movement; the current state of monitoring; a project and funding to secure the slope; how long the schools will remain in temporary premises; how much of the cost will be reimbursed.
Documented timeline
| Date | Fact | Source |
|---|---|---|
| 25 January 2026 | The Roseto degli Abruzzi fire brigade reports a landslide on the slope below buildings in via Santa Lucia, near provincial road S.P. 29. The Municipality activates the Municipal Operations Centre. | Mayor's order no. 14 |
| 26 January 2026 | Temporary evacuation of two properties (nos. 13 and 17). The technical report cited describes a slope mostly of sandstone that loses cohesion as infiltrating water seeps in; evolution not predictable in a linear way. Distances from the front: about 12 m and over 15 m. | Order no. 14 |
| 25 March 2026 | Local police traffic order no. 81: one-way systems on via San Rocco and via Santa Lucia suspended; two-way traffic and no parking. | Cited in order no. 223 (text not read) |
| 28 March 2026 | Precautionary closure of the Silvi Paese primary school, the "Belfiore" nursery school and the gym, because of the phenomenon along S.P. 29/b. | Order no. 86 (cited in no. 97; text not read) |
| 6 April 2026 | Closure extended to 30 June. The phenomenon "is still evolving and not fully stabilised"; instrumental monitoring (GPS and technical checks) is in place. Part of the garden wall of the "Girotondo" and "Girotondino" nursery schools has collapsed; they are closed until 15 April for urgent works. | Mayor's order no. 97 |
| 9 April and 4 May 2026 | National state of emergency for the weather events in Abruzzo from 28 March 2026 (Council of Ministers, 9 April; twelve months) and Civil Protection Department order no. 1189 of 4 May, which appoints the Presidents of the Regions concerned as Commissioners. | CoM resolution and OCDPC no. 1189/2026 |
| 9 May 2026 | Second local police traffic order, no. 121, with the same content as no. 81. | Cited in order no. 223 (text not read) |
| 18 June 2026 | Decision no. 1609: urgent-works intervention on the structural failure of the retaining wall at the via Falcone nursery schools. | Cited in Giunta resolution no. 236 (text not read) |
| 7 September 2026 | The regional civil-protection agency confirms that the costs of the alternative site are among the expenses admitted for reporting, for reimbursement by the Commissioner's Structure. | Decision no. 2920 |
| 10-11 September 2026 | The Giunta approves (resolution no. 207) and the Municipality signs a temporary lease of two rooms at the "Universo" shopping centre for school and training activities in 2026/2027, because the primary and nursery school of Silvi Alta is unusable owing to a landslide event. | Decision no. 2920 |
| 22 October 2026 | Urgent budget variation with €347,118.18 of higher expense and higher revenue for the urgent-works intervention on the wall. | Giunta resolution no. 236 |
| 26 October 2026 | Payment of lease fees: €3,367.20 in total (€900.00 net for 15-30 September and €1,860.00 for October, plus 22% VAT). | Decision no. 2920 |
| 27 October 2026 | New signage on via San Rocco and via Santa Lucia (continuous centre line, no parking with towing, parabolic mirror). The order says the 25 January landslide changed the safety and passability of the two streets. | Local police order no. 223 |

The money, figure by figure
| Item | Amount | What it is | Source |
|---|---|---|---|
| Urgent-works intervention on the wall | €347,118.18 | Higher expense and higher revenue in the budget variation; covered by the resources of the procedures under OCDPC no. 1189/2026 | Giunta resolution no. 236 of 22 October 2026 |
| Fees for the temporary site | €3,367.20 | Two landlord invoices for 15-30 September and October 2026, VAT included | Decision no. 2920 of 26 October 2026 |
| Regional allocation for urgent works | €244,000 | Reported by the press as announced by the Region on 27 March; not confirmed by any act we have read | Press (Geopop), to be verified |
| Estimated damage | about €4 million | Estimate in an article that does not say who made it | Press (Geopop), unverified |
Two cautions. The €347,118.18 is the amount entered in the budget as higher expense: from the acts we read we do not know how much has already been paid, or to whom. And since 7 September the regional civil-protection agency says the alternative-site costs are "admitted for reporting": this means they can be submitted for reimbursement, not that reimbursement has been ordered.
The schools
The acts document three separate matters that news coverage often blends:
- Silvi Paese primary school, "Belfiore" nursery school and gym. Closed as a precaution from 28 March (order no. 86), closure extended to 30 June (order no. 97). The phenomenon concerns S.P. 29/b.
- "Girotondo" and "Girotondino" nursery schools (via Falcone). On 6 April order no. 97 reports the collapse of part of the garden wall; decision no. 1609 of 18 June concerns the urgent-works intervention on the retaining wall, later funded with the €347,118.18 of resolution no. 236.
- Temporary site for 2026/2027. Decision no. 2920 documents an area granted for use to the Municipality at the Consorzio UP, in contrada Piane Maglierici, and the extraordinary accreditation of an alternative site at the "Universo" shopping centre, with rooms rented from a private company whose fees are paid by the Municipality.
A trade article of 27 August 2026 (Newsistruzione) reports that primary-school lessons would start on 10 September at the Consorzio UP training centre, with five classrooms and 114 pupils, and that the nursery schools would reopen on 16 September; it also mentions "Jolly" prefabricated modules from Civil Protection, with five to six months between placement, checks and testing. This is press information: we have found no act confirming it.
Causes: what can and cannot be said
The acts do not establish a cause. Order no. 14 reports the description in the technical report: a slope mostly of sandstone that loses cohesion as water infiltrates. It says how the ground behaves, not why the movement began or accelerated, and it assigns no responsibility to anyone.
The press reports that the area is under geological and hydrogeological investigation, also with the "G. d'Annunzio" University, and cites a 2019 geological report said to note rotational-slide landslide deposits in the hilly areas (Geopop, April 2026). Another outlet (MeteoWeb, 3 April) writes that technical surveys showed "a situation of extreme fragility" without giving a specific cause. Neither source is an act.
For context, our Territory page and the Roads and landslide-prone terrain page use the Abruzzo Region's public maps (IFFI inventory): about 731 hectares of the municipal territory are mapped as landslide-affected (35%). This is a figure for the whole municipality, not for the via Santa Lucia slope, and says nothing about the cause of this event.
The judicial inquiry
On 1 April 2026 ANSA, picked up by L'Adige, reported that the Teramo Public Prosecutor's Office had opened a file with no suspects, hypothesising negligent collapse or other disaster, to check the planning and environmental history of the slope; the agency also said the report by the National Civil Protection Department's geologists and other technical and administrative documents acquired from the bodies concerned would be useful to the magistrates.
OpenCivTech has no judicial documents. An open file is not an accusation and does not indicate anyone's responsibility. We found no documentary confirmation of other developments (expert reports, seizures, filing notices): if there are any, they are not known to this dossier.
Roads, evacuations and gym: what the press reports since April
This information comes from articles, not from acts we have read:
| Date | What is reported | Source |
|---|---|---|
| 28 March 2026 | Order no. 85 is said to have evacuated buildings on via San Rocco, uphill from the slope; order no. 86 is said to have closed schools until 1 April and the gym until 6 April (later extended by order no. 97) | Info Media News; Sbircia la Notizia |
| 21 April 2026 | The mayor extends by order the evacuation of some properties on via Santa Lucia and via San Rocco to 31 May, because the phenomenon is "still evolving"; the text cites GPS monitoring and checks by the regional Civil Protection, with no values | Abruzzo Speciale |
| 21 July 2026 | The Province of Teramo reopens S.P. 29/b, closed for months: provisional alternating one-way traffic with traffic lights and a 30 km/h limit; a Genio Civile system stops traffic when alert thresholds are exceeded; ANSA says the phenomenon is not resolved | ANSA, 20 July |
| 15 September 2026 | Order no. 206 is said to have revoked the ban on using the Silvi Paese municipal gym, after positive checks | Indipendent TV, 17 October (not read in full) |
What the press reports, and where sources differ
Press figures are unverified and do not match each other. We report them as such:
| Item | What is reported | Source |
|---|---|---|
| People and families involved | 32 displaced and 18 housing units (30 March); 11 family units secured (April article) | ANSA/L'Adige; Geopop |
| Buildings | Eight involved, three collapsed (30 March); four houses collapsed, one completely (April article); nine unusable or evacuated (1 April) | ANSA/L'Adige; Geopop |
| Date of acceleration | Early hours of 28 March 2026; phenomenon active since 25 January per CNR (Polaris project), cited by Geopop | Geopop |
The acts we read (orders no. 14 and 97) do not contain these counts. The differences may depend on each article's date and the counting criterion: from here we cannot say which is correct.
Open questions
- What is the state of the slope today and what do the monitoring measurements (GPS and technical checks cited in order no. 97) show?
- Is there a project to secure the slope? With what funding, which responsible officer and what timetable?
- Which properties remain evacuated or unusable, on what legal grounds and until when? (The press reports extensions to 31 May: we do not know what happened afterwards.)
- How much has been committed and how much paid for the €347,118.18 urgent-works intervention, to which operator, under which award? (Decision no. 1609 has not been read in full.)
- How much of the cost will be reimbursed by the Commissioner's Structure and where does the reporting stand? Has the plan of interventions provided for by OCDPC no. 1189 (due within thirty days of publication) been submitted?
- For how long will the schools remain in temporary premises, at what total cost, and when are the prefabricated modules expected?
- Have the hazard maps (PAI) and the IFFI inventory been updated for the area? Does the 2019 geological report cited by the press exist, and which acts followed from it? (We ask for the document and the consequent acts, without presupposing an answer.)
- What is the source of the €244,000 regional allocation reported by the press, and in which act was it assigned?
Requests are made in writing (generalised civic access, Legislative Decree 33/2013, and access to administrative records, Law 241/1990), identifying the acts by number and date. At the time of this dossier's publication OpenCivTech has not yet sent these requests.
Right of reply
The Municipality of Silvi, and the professionals and companies mentioned, if they wish to clarify or correct, can write to OpenCivTech: the reply will be published in full on this page. If any information proves wrong, the text will be corrected and the correction declared.
Limits of this dossier
- It is not an expert report or legal advice. This text has not undergone documented legal review before publication.
- Not read in full (no longer available on the notice board and not found on the Municipality's website as of 29 October): orders no. 81, 85, 86, 121 and 206; decision no. 1609; Giunta resolution no. 207; Council of Ministers resolution of 9 April 2026; the text of OCDPC no. 1189 beyond the recitals and article 1 (the word "Silvi" does not appear in the text read: the link with this Municipality comes from decision no. 2920 and resolution no. 236).
- Press reports are cited for what they say, not because OpenCivTech has verified them.
- Updated to 29 October 2026.
