The Silvi Paese landslide: what the Municipality's acts say
- 25 January 2026The Fire Brigade of Roseto degli Abruzzi reports a landslide affecting the slope below some buildings on Via Santa Lucia, near Provincial Road 29. The Municipality activates the Municipal Operations Centre for civil protection. Order no. 14 ↗
- 26 January 2026After site inspections and a geologist's assessment, order no. 14 provides for the temporary evacuation of two properties on Via Santa Lucia (numbers 13 and 17). The technical report it refers to describes a slope made mostly of sandstone that loses cohesion because of infiltrating water; it describes an evolution that cannot be predicted in a linear way, with possible sudden collapses or slips. The distances measured from the front were about 12 metres for number 13 and over 15 metres for number 17. Order no. 14 ↗
- 25 March 2026Local police traffic order no. 81 (cited in order no. 223 of 27 October; OpenCivTech has not read its text): suspends the one-way systems on via San Rocco and via Santa Lucia, with two-way traffic and a no-parking ban on both sides, "until safety conditions on the provincial road are restored".
- 28 March 2026Order no. 86: precautionary closure of the Silvi Paese primary school, the "Belfiore" nursery school and the municipal gym, because of the landslide along S.P. 29/b. The order is cited in the act of 6 April; OpenCivTech has not read its text.
- 6 April 2026Order no. 97: the closure of the primary school, the "Belfiore" nursery school and the gym is extended to 30 June 2026. The order says the phenomenon is still evolving and not fully stabilised, and that instrumental monitoring (GPS and technical checks) is active on the slope and the buildings above. It reports the collapse of part of the garden wall of the "Girotondo" and "Girotondino" nursery schools, closed until 15 April 2026 for urgent works. Order no. 97 ↗
- 9 April and 4 May 2026The Council of Ministers declares a national state of emergency for the exceptional weather events in Abruzzo from 28 March 2026; the Civil Protection Department order no. 1189 is dated 4 May. Both are cited in a Municipality decision of 26 October. Decision no. 2920 ↗
- 9 May 2026Second local police traffic order, no. 121 (cited in order no. 223; text not read), with the same content as no. 81. Order no. 223 ↗
- 18 June 2026Decision no. 1609 of the technical area: urgent intervention for the structural failure of the retaining wall at the "Il Girotondo" and "Il Girotondino" nursery schools, in via Falcone. It is cited in Giunta resolution no. 236 (text not read). Resolution no. 236 ↗
- 10 and 11 September 2026The Giunta approves (resolution no. 207) and the Municipality signs a contract to rent two rooms at the "Universo" shopping centre as temporary premises for school and training activities, because the primary and nursery school of Silvi Alta is unusable owing to a landslide event. The regional civil protection agency confirms that the costs may be reported for reimbursement by the Commissioner's Structure. Decision no. 2920 ↗
- 22 October 2026The Giunta approves an urgent budget variation that includes €347,118.18 of higher expense and higher revenue for the urgent intervention on the wall; for coverage the act refers to the resources of the procedures of civil protection order no. 1189/2026. Resolution no. 236 ↗
- 27 October 2026Local police order no. 223: new signage on via San Rocco and via Santa Lucia (continuous centre line, permanent no-parking with towing, parabolic mirror at Largo della Porta). It says the landslide of 25 January changed the safety and passability of the two streets, and that the two-way traffic and bans already in force remain. Order no. 223 ↗
What does not appear: open questions
Among the 106 most recent acts on the public notice board (up to 28 October 2026), the ones touching the landslide are the three from late October cited in the timeline above; we found no further orders on school closures after 6 April 2026. So, from the acts, we do not know:
- the current state of the phenomenon and what the monitoring shows;
- whether a project and funding exist to make the slope safe;
- whether and when the primary and nursery school of Silvi Alta will reopen (the press reports the reopening of S.P. 29/b on 21 July and of the gym after order no. 206 of 15 September: acts not read), and how long the temporary premises remain beyond the 2026/2027 school year;
- how much of the costs will be reimbursed by the Commissioner's Structure, and when;
- which properties remain evacuated;
- whether the hazard maps (PAI and the IFFI inventory) have been updated for the area.
If a piece of data is missing, the way forward is a written request to the Municipality (freedom-of-information request): we do not fill the gap with guesses.

What the press reports
Agency and newspaper reports, not verified by OpenCivTech: we did not find the figures below in the acts we read, and they are current only as of the date given.
- On 30 March 2026 ANSA, reproduced by L'Adige, reported 32 people displaced, eight buildings involved (three collapsed) and 18 housing units affected; according to the same agency, on 1 April the buildings declared unfit for use or evacuated as a precaution had risen to nine.
- On 1 April 2026 ANSA, reproduced by L'Adige, reported that the Teramo Public Prosecutor's Office had opened a file with no named suspects, with the hypothesis of negligent collapse or other disaster, to examine the planning and environmental history of the slope. OpenCivTech has no judicial documents and expresses no judgement.

What you can do
Have you noticed cracks, subsidence, water running where it should not? Report it on the map: the report is reviewed before it appears. Do not write people's names or home addresses.
