A freedom-of-information-style request ("accesso civico generalizzato", art. 5(2) of
Legislative Decree 33/2013) is the tool any citizen can use to formally ask an administration
or a public-service operator to account for a specific issue, with a right to an answer
within the legal deadline. Here we publish every request tied to our monitoring work —
whether addressed to the Comune di Atri or to an operator such as ACA for the water service —
along with its status and the answer received, as soon as it's available. To protect privacy,
personal data such as fiscal codes, dates of birth, home addresses and private contact
details are omitted from the published text.

Freedom-of-information request: water outages and the Santa Chiara tank
Freedom-of-information-style request submitted by Vittorio D'Alberto to ACA S.p.A., the
water utility operator, on water-supply outages and reductions recorded in Atri between
January 2024 and July 2026: the outage log, manoeuvres on the Santa Chiara tank, user
reports, and the data used for reporting to ARERA and ERSI. On 10 August ACA replied with
partial documentation, referring the rest to its own website; a request for integration
sent the same day noted that the nightly closure of the Santa Chiara tank ordered from 29
June 2026 (23:30-05:00, roughly 23% of the day, covering the historic centre and Via Aldo
Moro) does not appear in the official outage archive, and asked whether these hours are
counted in the technical-quality indicators reported to ARERA/ERSI. In the absence of a
conclusive reply beyond the legal deadline (expired 27 August), the matter was referred to
the Abruzzo Regional Civic Defender on 14 September for failure to conclude the procedure.
Decision of the Regional Civic Defender (no. 112, 5 October 2026):
the review request was declared inadmissible because it was filed after the 30-day deadline, which the
Civic Defender counts from ACA's reply of 10 August and sets at 9 September 2026 (the request was filed
on 14 September and logged on the 15th). The decision does not examine the merits: it does not say
whether the requested documents are owed. The points listed in the 10 August request for integration
therefore remain unanswered on the merits, including whether the nightly tank closure appears in the
outage archive and in the indicators reported to ARERA/ERSI.
New request filed on 7 October 2026 with ACA S.p.A.: it repeats the points left
unanswered (outage log, tank manoeuvres, user reports and calls in aggregate form, criteria for publishing notices,
data reported to ARERA and ERSI) and adds the documents ordering, and then possibly suspending, the nightly closure of the
tank. The legal deadline for a reply is 6 November 2026. The reply, when it arrives, will be published in full.

Freedom-of-information request: the Mambelli-Barnabei school works
Freedom-of-information-style request ("accesso civico generalizzato", art. 5(2) of
Legislative Decree 33/2013) submitted by Vittorio D'Alberto to the Comune di Atri, seeking
a copy of the original tender project, the winning bidder's technical and economic offer,
the evaluation committee's minutes, and the documents that changed the project after the
tender — in particular the underground car park and the link to the former Bargiglione
gymnasium — plus documentation on the execution of the works (handover, progress payments,
the completion certificate dated 27 July 2026, and final testing). Stated goal: to verify
how the tendered project compares with the one later revised and the one actually built.
Municipality's answer (25 September 2026): request granted, 217 files delivered. Read the dossier and the report.

Freedom-of-information request: the RIABITA project and the Ethnographic Museum
General civic access request submitted by Vittorio D'Alberto to the Municipality of Atri on the project
"RIABITA – Rigenerare Insieme Atri" (call "Ecosistemi culturali al Sud Italia", Fondazione CDP; total
budget €350,000, of which €70,000 to the Municipality for works on the building) and on the Ethnographic
Museum: redevelopment project with floor plans and use of the spaces, inventory of the items and safeguards
for them during the works, appointment of the RUP, partnership agreement, budget by expense item and by partner,
timeline and management sustainability plan for the future hub. Registered by the Municipality as no. 0020369
of 3 September 2026 (sent on 2 September); the legal deadline was 3 October.
Municipality's answer (1 October 2026): the Personal and Community Services
Area sends "the documentation currently held by the Authority", without saying which requested documents are missing
or which office holds them. The only attachment is the project sheet (8 pages), with the budget: Formatalenti
€133,000, ITACA €110,000, Culturà €37,000, Municipality €70,000. The project with floor plans, the inventory of
items, the partnership agreement, the RUP appointment, the works costing, the act making the building available,
the timeline and the sustainability plan do not appear among the documents received. "Do not appear" means they
are not among the documents received, not that they do not exist.
