Mambelli school: what the Municipality's answer to our civic access request says

On 25 September 2026 the Municipality of Atri granted our request and handed over the contract documents for the Mambelli-Barnabei school. What the documents show on the variant, on the works excluded from the PNRR, on the technical bid and on the latest progress, and what is still missing.

What we know

  • The Municipality granted the request on 25 September 2026 and made the contract documentation for the school available.
  • With the variant of 30 December 2025 (determination 1610), installation works worth €445,223.88 were removed from the contract, to be financed through the Conto Termico; the contract goes from €4,089,310.44 to €4,086,723.42 (−0.06%).
  • Latest progress statement received: SAL 6 at 13 July 2026, €3,485,431.51 out of €4,086,723.42 (85.3%). Completion certified on 27 July 2026.

What we do not know

  • What was carried out after 13 July 2026: we do not have SAL 7, the final account, the as-built state or the test certificate.
  • Which “minor works” remained after 27 July and whether they were completed by 25 September 2026.
  • What the partial suspension report of 12 June 2026 says: the copy received is a scan without text, not yet read.

We ask

  • The missing documents, item by item (section “Questions to the Municipality”).
  • Whether the improvements in the technical bid were verified, reduced in price or formally dropped.
  • Where and when the 35 trees to be provided by the Municipality will be planted.

The request and the answer

The general civic access request (art. 5(2), Legislative Decree 33/2013) was sent on 25 August 2026 and registered by the Municipality as no. 0019925 of 27 August 2026. The legal deadline, thirty days from registration, fell on 26 September.

The documentation was delivered through a transfer link active until 28 September 2026: 217 files, many digitally signed (.p7m). It includes the tender design, the bids, the tender reports, the executive design, the variant, the site handover reports, extensions and suspension, SALs 1 to 6 with payment certificates, and the completion certificate. The test certificate has not yet been issued, and the tender specification does not appear in the list. Reuse is permitted (art. 7, Legislative Decree 33/2013) with respect for personal data. This is the Municipality's answer: we thank it for giving it on time, and we grant it the right of reply on everything below.

1. What the December 2025 variant removed

The variant originates from the RUP's order of 22 December 2025 (ref. 27563): replacing the works “financed through the Conto Termico 2.0” with compatible works. The Municipality intends to access the Conto Termico (GSE) with a proposal of €766,360.49. Determination 1610 of 30 December 2025 classes it as a non-substantial contract modification (art. 120(7), Legislative Decree 36/2023) and states that, for Notice U.0048002 of 19 March 2024, it does not require approval from the PNRR Mission Unit. The legal assessment is for a lawyer: here we report the figures. The total cost of the work remains €5,116,110.52; the completion deadline is stated as “unchanged” at 15 June 2026.

Overall the variant removes works worth €1,195,047.02 and adds €1,192,036.39 (balance −€3,010.63): among the additions, the layout of part of Largo Cherubini and of the external walkways, previously in stage 2, excluded from the PNRR. Some removed items are replaced by others in the same bill of quantities: the aluminium slat facade cladding (€164,430.00) by metalwork and painting; the rock-wool linings (€137,886.47) by plasterboard linings; the triple-pane glazing by double-pane (from 120.23 to €91.67/m²). The removed items are about 30.7% of the €3,895,694.44 of measured works in the executive design (calc.).

2. What is not in the PNRR contract

The specifications (art. 2) and the budget list three items as “works excluded from PNRR financing”, totalling €940,436.40:

The car park on the old school's site, after demolition, will be built by the Municipality “with additional funds” (variant report, p. 23). On trees, the report states 23 trees removed, 8 new ones in the design and 35 to be planted by the Municipality “in other public areas”, with no place or date; drawing B_06 and the bill of quantities give 11 new trees (8 maples and 3 prunus) where the report cites 8. In the documents received, 9 removals are accounted for already at SAL 1 (up to 19 November 2025), unchanged until SAL 6; no plantings are accounted for up to SAL 6. A possible, harmless explanation: the plantings are the Municipality's responsibility, outside the contract, or planned at the end of the works. When and where remains to be asked.

3. From the feasibility design to the executive design

4. The technical bid and the executive design

The company was the only bidder (technical score 53,700 out of 70, rescaled to 70: report no. 3 of 6 September 2023). We compare the improvements in its report with the executive price list, the variant's bill of quantities and SAL 6. “No item” means that no matching terms appear in the price list: the same function might be described in other words or sit in the reports. This must be asked of the Municipality.

5. The latest progress statement: SAL 6, 13 July 2026

Works accounted for €3,313,091.71 (€3,300,421.46 net of discount) plus safety €185,010.05: €3,485,431.51, i.e. 85.3% of the post-variant contract; €601,291.91 remained. Comparing the variant's quantities with SAL 6 (automatic matching by description and price: 201 items out of 208), there are 111 items not accounted for (€317,694.72) and 77 partial (remainder €459,744.74); 44 items are already above the variant's quantity (excess €194,396.27, normal in a measured contract).

Note: this is a snapshot fourteen days before the end of the works. The items not accounted for are mostly finishes, external works and installations, plausibly carried out in the last weeks: it cannot be said that they were not carried out. Among the most significant: disposal of demolition waste €69,647.72; 33 internal doors €47,190.00; plaster €33,044.43; tactile paths €24,928.12; external lighting about €26,236.75; underground services about €30,942.55. Partial: stoneware floors 1,736.35 of 2,346.21 m²; aluminium windows 46.14 of 149.29 m²; plasterboard ceilings 23.8 of 734.4 m².

6. Dates and amounts that do not match across the documents

We do not call them errors: they are numbers that, in the documents received, do not match each other, and the Municipality can explain them.

The 15 June 2026 deadline corresponds to the company's supplementary schedule shared with the PNRR Mission Unit (ref. 10122 of 15 May 2025). The extensions by the Responsible for the procedure (ref. 14571 of 11 June 2026, 15 days; ref. 15847 of 26 June 2026, 27 days, deadline 27 July) and the partial suspension report of 12 June 2026 are motivated, in the second extension, by “unforeseen critical issues that emerged during demolition of the building being replaced”. Completion is certified on 27 July 2026 “except for minor works”, with thirty days, then another thirty (works management note of 13 August), until 25 September 2026.

Questions to the Municipality

We send them as a supplement to the request; we publish the answers, or the silence, with the date.

  1. SAL 7 (if issued), final account, as-built state, list of the “minor works” assigned on 27 July and 13 August 2026 and the report verifying completion at 25 September 2026.
  2. The partial suspension report of 12 June 2026 in legible form and the resumption report; whether demolition of the old school was completed and with what funding.
  3. The Conto Termico 2.0 documents (proposals ref. 27433 and 27682 of December 2025, €766,360.49 framework): award, company, amounts and dates of the works replacing the boiler room, air conditioning, primary air, home automation and lighting.
  4. Whether the improvements in the technical bid that are not in the design (85 kWp photovoltaic, chilled beams, energy meter, wood fibre, two lifts, bike stations and others) were subject to a conformity check against the bid, a price reduction or a formal waiver.
  5. Test certificates (technical-administrative, structural, acoustic) and energy certification.
  6. Trees: the agronomic survey, the date of the removals, and the place and date of the 11 planned plantings and the 35 trees to be provided by the Municipality.
  7. A reconciliation of the amounts and dates in section 6 (award, safety, labour, handover, duration).
  8. The tender specification, not included in the list of documents transmitted.
