A freedom-of-information-style request ("accesso civico generalizzato", art. 5(2) of Legislative Decree 33/2013) is the tool any citizen can use to formally ask an administration or a public-service operator to account for a specific issue, with a right to an answer within the legal deadline. Here we publish every request tied to our monitoring work — whether addressed to the Comune di Atri or to an operator such as ACA for the water service — along with its status and the answer received, as soon as it's available. To protect privacy, personal data such as fiscal codes, dates of birth, home addresses and private contact details are omitted from the published text.

Freedom-of-information request: water outages and the Santa Chiara tank

Freedom-of-information-style request submitted by Vittorio D'Alberto to ACA S.p.A., the water utility operator, on water-supply outages and reductions recorded in Atri between January 2024 and July 2026: the outage log, manoeuvres on the Santa Chiara tank, user reports, and the data used for reporting to ARERA and ERSI. On 10 August ACA replied with partial documentation, referring the rest to its own website; a request for integration sent the same day noted that the nightly closure of the Santa Chiara tank ordered from 29 June 2026 (23:30-05:00, roughly 23% of the day, covering the historic centre and Via Aldo Moro) does not appear in the official outage archive, and asked whether these hours are counted in the technical-quality indicators reported to ARERA/ERSI. In the absence of a conclusive reply beyond the legal deadline (expired 27 August), the matter was referred to the Abruzzo Regional Civic Defender on 14 September for failure to conclude the procedure.

Freedom-of-information request: the Mambelli-Barnabei school works

Freedom-of-information-style request ("accesso civico generalizzato", art. 5(2) of Legislative Decree 33/2013) submitted by Vittorio D'Alberto to the Comune di Atri, seeking a copy of the original tender project, the winning bidder's technical and economic offer, the evaluation committee's minutes, and the documents that changed the project after the tender — in particular the underground car park and the link to the former Bargiglione gymnasium — plus documentation on the execution of the works (handover, progress payments, the completion certificate dated 27 July 2026, and final testing). Stated goal: to verify how the tendered project compares with the one later revised and the one actually built.

Freedom-of-information request: the RIABITA project and the Ethnographic Museum

Freedom-of-information-style request submitted by Vittorio D'Alberto on the "RIABITA – Rigenerare Insieme Atri" project (Fondazione CDP's Southern Italy Cultural Ecosystems programme) and the transformation of the Ethnographic Museum. It seeks the redevelopment project with floor plans showing the change of use of the spaces, the inventory of the items held there and the safeguards for them during the works, the appointment of the project's Responsible Officer (RUP), the partnership agreement with the parties involved (the Formatalenti cooperative and the Civica company), a detailed financial breakdown of the €350,000 grant by expense item and partner, the works timeline, and the management sustainability plan for the future hub — the latter requested in open, machine-readable format (CSV/XLSX/XML) per AGID guidelines. Stated goal: to verify the change of use of a public building, the safeguards for its historical heritage, and the governance of the partnership.
