Atri’s new school: we lined up the records.

Two worksites, €5.88 million in cumulative funding, two energy grants on the same building, and a tender over Ferragosto. A chronological reconstruction from resolutions, CUP codes, determinations, and teaching standards.

7 September is the scheduled inauguration of the new Mambelli-Barnabei school complex on Viale Umberto I, built on the site of the demolished former OMNI/INPS building. The administrative story, however, is not one worksite but two: the new timber structure on Viale Umberto I, and the complete demolition of the old Mambelli school on Via Finocchi to make way for parking and slope works.

We do not extract personal accusations or summary judgments. We extract precise questions, anchored line by line to the figures and resolutions of the Municipality of Atri.

1. The dual funding channel: PNRR and GSE Conto Termico

The school was financed and contracted from the outset to near-zero energy standards (nZEB, class A4, photovoltaics and mechanical ventilation). A few months later, a second non-repayable funding channel was nonetheless acquired:

Accounting question 01

If in July 2025 (NiiProgetti technical sheet ID 511703) the school was already designed as nZEB, class A4, with a heat pump and rooftop photovoltaics, which distinct and additional works were financed with the further €766,360 from GSE to turn that same building into an nZEB?

3. The Ferragosto tender: a single bid and a 0.50% discount

Going back to the origin of the integrated contract on the ASMECOMM platform in August 2023:

Tender procedure timeline (€4,240,922.06 estimated contract value)

  • 14 August 2023: Invitation letters sent to 10 economic operators on the eve of the Ferragosto holiday. Bid deadline: 31 August (17 calendar days).
  • 22 August 2023: Query on whether a company qualified in OG1 VIII could subcontract the entire specialist timber-structures category (OS32).
  • 28 August 2023 (12:31): An IT malfunction on CIG/PASSOE was resolved and a typo in the invitation letter was corrected. The deadline for clarifications had expired at 10:00 that same morning; the bid deadline remained 31 August.
  • Outcome: A single participating bidder (Ubaldi Costruzioni S.p.A.), awarded with a 0.50% discount (about €15,300 off more than €4 million of works).

4. Planning: the S1 sheet and the missing gym

The former INPS site sits in the historic centre and is governed by Project Sheet S1 of the Detailed Plan, which required:

During the design-competition FAQs, technicians noted that 9 classrooms and minimum services required more than 1,400 sqm (plus 700 sqm for physical education), incompatible with the maximum footprint. The Municipality replied that it was possible to “propose variants”.

Planning compliance question

Was a planning variant to the PRG / Detailed Plan ever formalised and voted by the Municipal Council to waive the covered-area and envelope constraints of Sheet S1? If not, under what building title was the current building authorised?

5. Teaching: music track (DI 176/2022) and specialist spaces

Beyond the disappearance of the two-level underground car park and the gym (originally planned on the former Bargiglione site), the new building must meet the pedagogical and regulatory criteria of public school construction:

Teaching standards to verify

  • Interministerial Decree 1 July 2022, no. 176: Atri’s lower secondary school has a music specialisation. The rules require dedicated rooms for individual lessons (piano, violin, guitar, flute) and a soundproofed, enlarged classroom for ensemble music and orchestra rehearsals with fixed music stands.
  • Existing laboratories: Have the Science classroom and the IT classroom (previously funded by ministerial calls) been relocated with compliant floor areas?
  • Inclusion and SEN: Have dedicated spaces been provided for regulation/decompression and support for pupils with special educational needs and severe disability, or is teaching compressed into the 9 core classrooms alone?

Green balance: the tree count

The project provided for 23 felling and 8 new plantings on site, plus an obligation for the Municipality to plant a further 35 trees in other urban areas. We ask for a formal check: how many trees have been planted to date?
